The Municipal spokesperson UPyD and candidate for Mayor of Molina de Segura, Encarna Hernández, today some of the proposals UPyD carries in his electoral program, in his words "improve transparency, integrity and professional ethics public service "within the City.
UPyD proposals on transparency focus on the principles of "Good Governance" and "Open Government" and the idea of ​​applying integrity and codes of practice affecting both public officials and officials.
In this line, UPyD want to apply formulas "open expense" to the municipal accounts, making it easier for citizens to understand all the expense and municipal revenues.
It is essential, says Hernández, "explain clearly and visually how they collect and how taxes are spent, going a step further publication in accounting format of accounts".
The political party wants all municipal grants are publicly justified, showing itself an objective assessment of their effectiveness.
Likewise, he bet for access to the jobs of township enterprises (ATM and Sercomosa) to "be guided by the principles of equality, merit and ability, and by public announcement."
Another measure is to facilitate public workers that can make anonymous complaints within the organization.
This would fit within an Integrity Action Plan, whose goal would prevent corruption and increase professional ethics, always ensuring, according to Hernandez, "that all the political and technical decisions that are taken are always made based on the public interest" .
This plan would also seek to avoid "enchufismos" and the formation of patronage networks, a human resources management to avoid arbitrariness.
The ultimate goal, says Hernández, "is to put all public resources to serve the general interest and not the few".
