The Status of Public Participation of Molina de Segura will be developed using the new Internal Regulations (18/11/2008)

The new Internal Regulations for developing Citizenship Status of Molina de Segura, prepared by the Department of Citizenship molinense City Council and the Federation of Neighborhood Associations Interbarrios, was unveiled at a press conference on Tuesday November 18 by the Mayor of the town, Eduardo Contreras Linares, Councillor for Citizen Participation, Estrella Perez Zafra, and the President of Interbarrios, Pedro García López.

The Internal Regulations were approved unanimously by all local groups in the Municipal Council of the City of Molina de Segura on 7 November, and develops a series of points Status of Citizen Participation (EPC), also approved unanimously the Municipal Council on February 5, 2007.

This status is primarily intended to prescribe actions to improve the exercise of the right of citizens to participate in public affairs, establishing the bodies of the municipality participation.

The EPC refers to a regulatory development to regulate the system of electing the President of Board Area, the operation of the Board and its schedule of sessions, meetings, records, adoption of agreements, among others.

In particular, Article 59 of EPC commissioning of the Internal Regulations of the Federation of Neighborhood Associations (FAV).

According to the Article, the Regulation has been drafted by the Federation of Neighborhood Associations, discussed and revised at the Citizen Participation Committee, having agreed a draft final policy between local political representatives and members of the AVF.

Once approved the regulations, has opened a period of public information and hear the parties for a period of thirty days, for complaints and suggestions by publishing an edict in the bulletin board of the municipality and in the Official Gazette Region of Murcia.

Should not be any complaints or suggestions by stakeholders, the term finally adopted provisional agreement until then, again without the Plenum.

If you submit complaints and suggestions, once they have, they put back the text of the Regulations for consideration by the plenary for final approval, be necessary to establish the affirmative vote of an absolute majority of the legal number of members of the Corporation, by regular municipal bodies.

In accordance with the Statute of Citizen Participation, the organs of public participation in the municipality are: Local Participation Board, whose area includes the entire municipality, the Area Boards, the scope of each area includes territorial and municipal councils, sectoral bodies to participate.

The Regulation is divided into four sections, 35 articles and a final disposition.

The preliminary title includes the purpose and scope, the Title I regulates the Area Boards, its objectives and functions, the election of the Chairman of the Board, removal and replacement, the remaining members, the functions of governing bodies and staff the service of the Board Title II is devoted to the General Assembly Area and Title III to the municipal councils, looking at the Economic and Social Council, a coordinating body for the various municipal councils, structures and bodies of participation in city.
