The City of Molina de Segura has presented a number of submissions to the Directorate General of Postal Services of the Ministry of Development on the operation of mail delivery in the districts and neighborhoods in the municipality, as reported in a press conference Monday November 3 The Alderman of the villages and Developments, Daniel Soltero Chaves.

On April 2, 2007, the Plenary Council had adopted an agreement, requesting the Ministry of Public Works improvements in service delivery, providing all necessary resources to provide a universal postal service quality throughout the municipality as well as opening Distribution Center Logistics and Post Office Customer Service, serving the parishes and estates field, since the service in these destinations did not reach the desired quality and sufficiency.
Following a visit by the Postal Inspection Service for 17 and July 18, 2007, it received notice of the Directorate General in April 2008 where there was a clear admission of poor quality in the provision of postal service by both the Ministry and the Post and Telegraph State Company, SA, and in which the Branch is committed to make a proper monitoring of the universal postal service in Molina de Segura, as well as the implementation of the measures announced by the post and its proper functioning in order to verify the normalization of the service, a fact which has not yet occurred, as evidenced with the 115 claims filed in connection with the distribution of Altorreal emails that have been submitted by OMIC to that Branch.
Therefore, the City has made the following claims, submitted on Friday 31 October:
FIRST: In view of the foregoing, it is noteworthy that only a few months after this explicit recognition of poor quality in the provision of service and commitment to the General Directorate to monitor all activities to be carried out for improving it, hearing procedure is given in a procedure whose sole purpose is to improve not only the desired and achieved no quality of service, especially in the most affected areas, but worse by applying a special and exceptional sharing, as is the installation of lockers pluridomiciliarios concentrated.

So, it is applying the same procedure to developments that can not be compared because some of them are over twenty-five years, with a population and services already established, others are newly created, for example, Warm Earth, and likewise other developments are being excluded from this regime of exceptionality, such as maintaining a desirable service, door to door, thus increasing inequality in treatment between the inhabitants of this municipality, without any valid reason for it.
THIRD: The Royal Decree 503/2007 of 20 April, amending the Royal Decree 1829/1999, of December 3, at its exhibition recalls that the European Directive on postal matters, provides that each Member State define what is meant by appropriate facility for the delivery of postal services through alternative delivery system in the place of address, and also cites Article 3.1 of Law 38/1999 of November 5, Management of the building, by establishing the requirement that the buildings are planned, constructed and maintained so as to facilitate access of postal services through the provision of appropriate facilities for the delivery of postal items.
Article 37.2 of Royal Decree requires the operator to which the state has mandated the provision of universal postal service may agree with the users or their representatives, municipal authorities, as well as with developers and other entities responsible for planning, construction and maintenance of buildings in the affected environment, the establishment, location and funding of appropriate facilities for the delivery of regular postal items, considered in Section 4 of this article that the proper installation of major development environments and minimum building density population are concentrated pluridomiciliarios lockers.

FOURTH: In any case, the
operator responsible for universal postal service is required to fulfill its obligation to make deliveries on weekdays and at least five days a week in accordance with Article 28.1 of Royal Decree 1829/1999.
Since this is a basic obligation, which still is not satisfied in the entire municipality, especially in the area of housing estates and hamlets of the countryside, there is still no complete normalization in the operation of postal services in the municipality of Molina de Segura, just Branch is recognized as such.
In summary, the City of Molina de Segura requested the General Directorate of Postal Services Regulatory Development Ministry, having received the written statement submitted to kindly admit and has made opposition to the City Council for consideration of The Alcayna estates, Altorreal, Rabbits, The Warm Earth Chorrico and as special environments in which the distribution is made by concentrated pluridomiciliarios boxes, for the reasons stated, to be totally detrimental to the interests of the citizens of Molina de Segura.
