Citizenship and political parties signed a pact in Molina de Segura to consolidate and ensure citizen participation (31/03/2015)

The signing of the Covenant-Citizenship Political Parties Molina de Segura takes place on Tuesday 31 March at 20.00 pm in the Council Chamber of City Hall.

Assist the President of the Federation of Neighborhood Associations Interbarrios Molina de Segura, Antonio Fernández Sáez, representing the citizens, and the candidates of political parties taking part in the municipal elections on May 24.

The event will start with the President of Interbarrios, to read the document of the Covenant.

At the end of his speech, sign the document and appoint the candidates, which will be signing it.

The signing of the document will be made in alphabetical order of the candidates:

Esther Clavero Look, candidate of the Spanish Socialist Workers Party.

Eduardo Contreras Linares, Popular Party candidate.

Encarnación Hernández Rodríguez, candidate of Unión Progreso y Democracia (UPyD).

Antonio López Vidal, Winning candidate Molina de Segura.

Estanislao Vidal Pujante, candidate of Citizens.

Miñana Fernando Hurtado, candidate's change Molina.

Once signed the Covenant, Interbarrios President shall call on, and the same order, to each of the candidates.

The full text of the agreement is as follows:

COVENANT CITIZENSHIP-POLITICAL PARTIES

It is well known that citizens from different areas, has been calling for unanimously, especially since we entered crisis, the realization of the right to participate in a real and effective way (recognized in the Constitution and the Statute of the Region Murcia), in the processes of decision making on public policies affecting the exercise of their personal rights

and social.

To this end, since 2002, has been working for the Interbarrios Federation on getting that citizen participation is a property right and not a gracious concession of those who govern in the town at all times, promoting and developing an organized and stable structure for citizen participation, which allows the configuration of a broad citizen movement, the Statute of Citizen Participation Molina (EPCM) and Internal Regulations, where they can feel included everyone in the municipality, either individually, as through neighborhood associations, those of elderly, women, the youth, the cultural cultural associations, sports, the specific problem, etc ...

This statute was approved unanimously by the Municipal Corporation on 05/02/2007 and likewise its subsequent amendments, to implement it with determination, developing the planned organization of the local board of Citizen Participation and Territorial Areas Municipal Councils.

In the current circumstances must be considered the work of promoting participatory democracy and participation as a right, developing the existing organizational structure in our town, perfecting the appropriate channels for decision making and control of political management by the organized citizens and, consequently, continue the implementation of EPCM and Participatory Budgeting (PSPS) process, the latter, which is concluding today for the 2015 budget and laying the groundwork for 2016.

For these reasons, the Federation of Neighborhood Associations "Interbarrios" proposes to leaders of political parties signed a Social Pact Citizen, strengthen and ensure citizen participation, regardless of the latter the result of said municipal elections, on the basis of the following:

Political parties contesting the municipal elections of 2015 are committed, whatever they may be the results, to develop or contribute to developing the Statute of Citizen Participation, to grant citizenship rights contained therein and to consolidate the organizational structure, it is contemplated, opening avenues to real participation of the people who live in the municipality.

In this framework described citizen participation, political parties take responsibility, in the interests of social cohesion, to carry out active policies to boost employment and solidarity active social welfare policies that guarantee citizenship, so special to the most affected by the crisis, the basic rights that allow them to live with dignity.

Similarly demonstrate the commitment and political will to continue developing Participatory Budgeting, as a hallmark of the City of Molina de Segura, expanding gradually the amount and budget items where a binding can intervene citizenship and facilitate technical, human and economic means to achieve these Participatory Budgeting, which will guide the Autorreglamento and Budget Manual, which every year go prepared based on previous experiences.

Taking as a principle of relationship with the public the Information Transparency on municipal management, which has its best to facilitate and encourage public participation processes for decision-making.

The Interbarrios Federation, meanwhile, is committed to enhancing citizen participation through the channels and means at its disposal, evolving to become Barrios Federation, as its name suggests, "Interbarrios," encouraging a broad citizen movement that, on the basis of Neighborhood Associations, can be given to accommodate the concerns of all citizens, regardless persons, associations or organizations wishing to express its social commitment to actively participate.

The monitoring and control of the Social Pact with the Political Parties Citizen correspond to the Local Board of Public Participation in annual meeting to be convened for this purpose.
