Molina de Segura City Council launches the new IDEMo Spatial Data Infrastructure (20/04/2018)

The Town Council of Molina de Segura, through the Department of Urban Planning, has launched the Spatial Data Infrastructure of Molina de Segura, IDEMo.

The presentation ceremony took place today, Friday, April 20, by the Mayor of the town, Esther Clavero Mira, the Town Planning Councilor, José de Haro González, the Municipal Technical Architect and coordinator of this infrastructure, José Cano Martínez, the TIG Account Manager of Tecnogeo, Edgar Blanco Abraila, and the Technogeo Consultant, Sergi GumĂ  Uriel.

The IDEMo project was contracted in a first phase in February 2016, to the company ABS INFORMATICA SL (ABSIS), which carried out the work of installing a Geographical Information System, with an investment of 21,780 euros.

This contract, which is called Phase I, was developed by the company Tecnogeo, which is part of the ABSIS group.

What is intended with this phase is to create a computer system that would allow the Molina de Segura City Council to collect, store and distribute data related to the territory.

This system is formed by a database, a computer server, a map server and a geoportal where the neighbors can consult this data via internet and it is what is presented now.

All this does not work on its own;

it is the tool that serves so that City officials can organize and homogenize the information they handle daily and can be distributed to the citizen in a quick and organized manner.

After the installation of the system, work groups have been created in a cross-sectional manner in different departments, in order to create the first information viewers.

Specifically:

Urban guide, where the municipality is considered as a whole and the communication routes, buildings and offices at the service of the citizen are represented.

It is not the street to the use that only represents the urban centers.

Natural Environment, which aims to be the reference site on the natural wealth of the municipality.

PGMO.

It is a basic viewer on the territorial distribution of the municipality and consult the PGMO plans in pdf.

This information is intended to be alive, so that as changes occur, they are quickly updated in the viewer.

The information that is elaborated will be offered to the other administrations and society in general, in order that it can be used in a better service to the citizen.

This system has the possibility of being integrated into other web pages, so that the information is reused.

This visualization of data is the result of the efforts of the different departments of the City Council.

IDEMo, will continue to grow and, thus, Phase II has already been awarded, consisting of a specific module for the management of the PGMO, so that, outside, it will be possible to have access to the detailed urban information of a plot with everything that affects it, both plans, regulations, development of sectors, modifications of the PGMO, etc., and, inwardly, allows to have in a single database all the information of the PGMO, structured and organized.

According to the Mayor, Esther Clavero, "the 21st century is the century of the cities, but it is also the century of data, and it is the cities that, in competition for achieving a prominent position in innovation, seek projects that in a In the beginning, they embraced the Smart City concept, which, with the passing of the years, points more towards a philosophical vision of technological innovation as an approach, than to a mere implementation of technological advances, such as the municipality of Molina de Segura, integrated into a metropolitan area and with an implantation of the population very disseminated in the territory, which demands services according to the century in which we live, can be considered, in an abstract way, as an extended city throughout its territory, and must be managed in such a way that all municipal services and resources reach all citizens equally. "

"The digital (and connected) society needs answers, in the form of structured data, extracted from the city and from the inhabitants and objects that coexist in it." These data are used by citizens and companies to create new knowledge and business structures ", recalls the Mayor.

In recent months, news arrives about the change that is taking place in all areas of society, in terms of the influence of connectivity and consumption of services.

Thus, for example, in the US, the paradigm of shopping centers as an instrument that unites society and economy, the closure of these centers is taking place due to the push of electronic commerce and the change of social habits.

An evolution in this sense are Spatial Data Infrastructures, which are not limited to the use of computers to draw maps and servers to view maps on a screen over the Internet, but what is important is the work philosophy and the coordination between departments that There is behind.

The concept of Spatial Data Infrastructures comes from a European directive called INSPIRE (Infrastructure for Spatial Information in Europe) that was approved in 2007 (Directive 2007/2 / CE).

The transposition of this Directive to the Spanish legal system is developed through Law 14/2010, of July 5, on infrastructures and geographic information services in Spain (LISIGE).

In general terms, the INSPIRE Directive tries to create a homogenous network of databases related to the territory in Europe, avoiding duplication, inconsistencies, incompatibilities, etc., in the data and establishing a framework of responsibility and interoperability of databases (for example, such everyday things as the way of writing or defining an address is not the same in Spain as in other parts of Europe, so you have to look for models understandable by all Europeans).

Throughout these years this network has been woven, constituted by IDEs at European, national, regional and finally local level.

Examples:

IDEE: Spatial Data Infrastructure of Spain.

IDERM: Spatial Data Infrastructure of the Region of Murcia.

IDEMo: Spatial Data Infrastructure of Molina de Segura.

The local IDE is the lowest level of IDEs;

it does not mean less important, but it is the closest to the territory and the citizen.

The City Council is the administration that has the largest volume of citizen information.

For the management of its environment, it is responsible for water networks, sewerage, urban planning, roads, addresses, natural areas, etc., all aimed at municipal management and very closely linked to the territory.

All this information causes problems to the City Council, derived from the fact that, in order to provide those services at the level demanded by the citizen, it is necessary to elaborate the information with a high level of detail and coordinate with other departments or organisms, in addition to the great amount of regulations local, regional and state that regulates us.

It is also necessary to take into account the lack of technical, economic, and human resources, which are necessary to face these competences and is endemic to the local administration.

"The solutions to this problem is to combine and lead efforts of the different departments of the City in a coordinated manner, so that between all of us put a grain of sand, but in an organized manner, without duplicities or over-efforts, looking in a simple way, that is not simple, to cover the needs of the citizens ", explains the Town Planning Councilor, José de Haro.

"Ultimately, all this aims to achieve greater efficiency, greater effectiveness, sustainability in municipal management and promote citizen participation, which is why the Molina de Segura City Council has opted to create an infrastructure that coordinates the information related to the territory that is constantly generating, through the requests of citizens, the response we give them and the application of all the rules that regulate the powers of the City Council, "says De Haro.

All this valuable information (OPEN DATA) is the responsibility of the City Council, as well as its management so that it can be reused by citizens, organizations, companies, etc ..., IDEM being an instrument that serves to collect, organize and distribute this information, from the City Council to society, and that serves to promote a sustainable and transparent administration.
