The Molina de Segura Town Council provides consumers with a service so that the beneficiaries of the social bonus know the procedure to be able to request it (30/11/2017)

The Councilor for Consumption of the City of Molina de Segura, Esther Sánchez Rodríguez, presented a motion to the Ordinary Plenary Session of the Molina de Segura Town Council, held on November 27, in order to modify the regulation of the figure of the vulnerable consumer in relation to the electric social bond, which was approved by a majority.

The social bonus helps to protect the most defenseless consumers from the increases in electricity that consist of a 25% discount on the regulated tariff.

In order to qualify for it, it is necessary to have an intelligent meter and to have contracted the PVPC rate.

The Department of Consumer Affairs criticizes the reduction of income levels that are established to access the social bonus and that large families, regardless of their income, could be reduced, taking into account that there are families with high income levels.

"The interesting thing would be to defend the family units that suffer from energy poverty in our municipality," says Esther Sánchez.

"In our municipality there are no power cuts, water or other basic services because there is a protection network for the most vulnerable sectors or at risk of social exclusion, which has not been taken into account when preparing this Royal Decree As in many municipalities of the Region and the rest of Spain, this Royal Decree has been drawn up without consulting anyone, much less the social agents in charge, each day, to deal with this problem, a complaint shared by important municipalities of all national geography ", adds the Councilor for Consumption.

Esther Sánchez explains that "numerous experts and social organizations have pointed out that this is not the right way to approach the problem." The Association of Directors and Managers of Social Services of Spain has shown that the measure has gaps and perverse effects ", among those that are the following:

An important budgetary impact in town councils and communities, neither foreseen nor agreed upon within the body that should have known and addressed the issue (Territorial Council of Social Services).

On the other hand, there is no assurance of assumption by the administrations with social services, which will generate serious territorial inequalities in the final approach of the matter.

The 2017 PGE have not contemplated the impact of the measure.

The systems of protection already existing in some autonomous communities and municipalities have been ignored and ignored.

It will generate an impossible management overhead for the services and for the already exhausted professionals, because during the crisis they saw the demand multiplied and the resources depleted.

Some circumstances are positively discriminated against (large families regardless of their income), while others, much more currently punished, (single parenthood or loneliness) are not taken into account.

For all this, from the Department of Consumer Affairs, the following is required:

1. Strengthening the Concerted Plan of basic social services benefits from the General State Administration to consolidate and develop the structures of primary care social services, as well as their basic functions and benefits, promoting a public system at the primary level that allows them to attend to all citizens.

2. Reform the Royal Decree regulating the figure of the vulnerable consumer, the social bonus and other protection measures for domestic consumers of electricity.

3. So that the cost of protection measures is not incurred in the territorial administrations holding social services, a sufficient amount must be included in the General State Budgets to cover the cost of protecting vulnerable consumers.

This budget item will be divided among the Autonomous Communities, according to the criteria agreed upon by the Territorial Council for Social Services and the System for Autonomy and Care for Dependency.

4. To approve, through the agreement of the Territorial Council of Social Services and the System for Autonomy and Attention to Dependency, a norm preventing the cutting off of gas supply to vulnerable consumers.

On the other hand, the City of Molina de Segura, through the Department of Consumer Affairs, has made available to consumers a care service so that the beneficiaries of the social bonus know the procedure to apply, as the requirements have been modified.

Note that all beneficiary clients will continue to enjoy it until April 10, 2018, but, even if they are beneficiaries, they must reapply before this date.

All people who need information regarding the social bonus can approach the Municipal Consumer Information Office (OMIC) of Molina de Segura, in the El Retén Building (at Calle Mayor, n ° 81), where they will receive the necessary information regarding this matter, and they will be provided with the channels to access the new social bonus.
