The Municipality of Molina de Segura launches the process of Participatory Budgets 2017 (23/05/2017)

The process, in which will be able to participate the neighbors of the locality majors of 16 years, was presented by the Mayor Esther Clavero yesterday Monday May 22 in the Hall of Plenary of the City council

The presentation of the process of the Participatory Budgets 2017 of the City of Molina de Segura took place Monday, May 22, in the Plenary Hall of the City.

The Mayor of the town, Esther Clavero Mira, the Vice President of the Federation of Neighborhood Associations, Santiago Pastor Palazón, the Councilor for Citizen Participation, Pedro Jesús Martínez Bańos, and the President of the Transparency Council of the Region of Murcia , José Molina Molina.

The Participatory Budgets 2017 are a tool for participation and management of the municipality through which citizens can propose and decide on the destination of part of the economic resources of their City.

Through the Participative Budgets, neighbors will establish their main demands and concerns regarding public investments, activities and programs of the different municipal areas so that they are included in the budget of the City Council, prioritizing the most important ones and then following up on the Commitments.

According to the Mayoress, Esther Clavero, "after the experience of previous years and thanks to the contributions of many millers, the process of participatory budgets of 2017 means a further step towards social equity and territorial balance of our municipality."

This year, as news, it is ensured: that a significant amount of budgets that the City Council makes available to the will of its citizens is distributed among the areas that make up the municipality taking into account the number of inhabitants of each,

That telematic tools can be used in the process, which will facilitate participation in it;

And that, as a pedagogical and didactic experience, a process of participatory budgeting will be initiated for students of HEIs in the locality between the ages of 12 and 16.

WHO AND HOW CAN YOU PARTICIPATE?

They can participate by proposing and prioritizing any of the neighbors and neighbors of Molina de Segura, over 16 years.

Only those who are registered in the municipal register can participate in the voting phase on the day of the voting.

You can participate in any of the phases of the project in person, attending the different assemblies and meetings that will be held in the corresponding social center or online, going to the website www.decide.molinadesegura.es, where you will have to register giving High in the application.

HOW CAN YOU PARTICIPATE?

1) PROPOSING ACTIONS:

The proposals can be made in person at local assemblies of neighborhood, hamlet or housing developments to be held for this purpose, or through the website www.decide.molinadesegura.es.

It should be done explicitly and clearly using the proposal sheet that will be provided both in assemblies and online.

The deadline is June 12.

Proposals for action on all areas of municipal competition may be made, whether it is INVESTMENT or ACTIVITIES AND PROGRAMS, differentiating whether proposals should be made in a single area of ​​the municipality, in which case they will be called PROPOSALS OF ACTION OF ZONE, Or in more than one area or the whole municipality, in which case they will be called PROPOSALS OF MUNICIPAL ACTION.

The proposals of activities and programs that do not have an exclusive dimension of neighborhood and those of investments that, although they are made in an area, have a municipal projection will have the consideration of municipal action.

2) SELECTING THE MOST TIMELY: PRIORITIZING

Of the total of the proposals made will have to choose 20 for each of the Zones in which the municipality is divided and 50 for the whole municipality in order that municipal technicians report their viability.

This choice will be made through the Prioritization Assemblies, which will be carried out in the social centers of neighborhoods, districts and / or urbanizations and later in the different Zone and Municipal Commissions.

Once the actions have been technically and economically evaluated and their feasibility diagnosed, the lists of municipal actions and of each of the zones will be announced and a period of allegations will be opened, from July 17 to 23, So that claims can be made if deemed appropriate.

On July 27 will be made public the definitive list of the actions, both ZONE and MUNICIPAL, that can be voted.

3) VOTING THE MOST URGENT OR NECESSARY.

It will be voted to choose definitively the actions that will be carried out.

Neighbors and neighbors over 16 years old who are included in the Municipal Register of Molina de Segura may participate.

It will be carried out on Thursday, September 28 to the polling stations that will be located in the social centers or by telematic means, from the 18 to the 28 of September, through the web page www.decide.molinadesegura.es

The voting will be carried out differentiating the proposal of action for each of the Zones and the ones of Municipal action.

It will be possible to vote up to 5 actions of municipal scope and up to 5 chosen between the proposals of a unique Zone.

Once the voting has been completed, the counting will be done and a list will be obtained for the city and for each of the five zones with all the projects submitted to voting ordered by number of votes.

The definitive lists will be raised by the Local Board of Citizen Participation to the corresponding municipal body to be carried out up to the limit of available money.

4) MAKING FOLLOW-UP OF AGREED ACTIONS

A Municipal Monitoring Commission will be set up, in which the citizens may participate to control the development of the projects of the approved actions.

Periodically, a report will be made public with the details of the execution status of each of the actions in a way that allows to easily understand the evolution of each project.

MONEY FOR PARTICIPATORY BUDGETS 2017

The citizenship will decide with their vote the destination of 4 million euros, of which 50% will be distributed among the 5 areas that make up the municipality and the rest will be used to finance municipal-level actions.

The distribution of money to finance FINANCIALLY SUSTAINABLE INVESTMENTS in each Area has been calculated taking into account the number of inhabitants of each of them and will be the following:

In addition, the actions that have municipal scope will be financed with another 2 million, of which 1,500,000.00 € will be to make Financially Sustainable Investments and 500,000.00 € to carry out Activities and programs, of which 35,000 euros will be reserved for a Process of participatory budgets to be developed in schools.

IN WHICH ZONES IS THE MUNICIPALITY DIVIDED?

ZONE 1 WEST: Barrio Fátima, Punta del Lugar, Santa Bárbara, Barrio Centro, Barrio El Castillo, Barrio de San Roque, Barrio de Santa Rita or Balsa del Lino, and Barrio de la Ermita.

ZONE 2 EAST: The Panderón, the Siphon, Barrio San José-Los Angeles, Cańada de las Eras, San Antonio, San Miguel, Sacred Heart, El Carmen, Casa Ros, La Molineta, and Los Vientos.

ZONE 3 URBANIZATIONS: El Chorrico, Altorreal, La Alcayna, Montepríncipe, Conejos I and II, La Quinta / Tierra Calida, Los Olivos, El Pino, and Finca Maximino.

ZONE 4 PEDANĂŤAS DEL CAMPO: The Fenazar, The Valientes, The Romeral, The Hornera, Comala, The Rellano, Campotéjar Alta, Campotéjar Baja, La Hurona, La Espada, and La Albarda.

ZONE 5 PEDANĂŤAS DE LA HUERTA: El Llano, Huerta de Molina, La Torrealta, La Ribera, Mirador, and Mirador de Agridulce II.
