The City of Molina de Segura improves its Strategy for Sustainable and Integrated Urban Development and presents its new candidacy for 2016 under the motto CONCERGO The initiative, based on the model that the European Union has defined as EDUSI, has (12/12/2016)

The Molina de Segura 2020 Sustainable Urban Development Strategy (EDUSI) has been presented at a press conference on Monday 12 December, by the mayor of the town, Esther Clavero Mira, promoted by the Municipality of Molina de Segura.

The Molina de Segura City Council is involved in the development of its Strategic Plan with the horizon set for 2020. This plan is based on the model that the European Union has defined as the Sustainable and Integrated Urban Development Strategy (EDUSI).

Said strategy will be necessary for the municipality to have access to the funds that the European Union makes available to local public administrations.

The Ministry of Finance and Public Administration has approved and published the second call for the selection of Sustainable and Integrated Urban Development Strategies (EDUSI), which will be co-financed through the FEDER operational program for sustainable growth 2014-2020 (BOE 7 October 2016).

The City of Molina de Segura, in view of the evaluation of the EDUSI of 2015, of the score assigned by the Valuation Commission, and taking into account the objectives that motivated the submission of the candidacy in 2015, has considered it necessary to participate in The second call, from 2016, and present a new strategy, which will be approved in the Extraordinary Municipal Plenary that is celebrated Wednesday, December 14th.

"The 2016 candidature aims to reformulate, re-elaborate and expand the objectives, modify some lines of action and reallocate the budget to actions that may have a better valuation and extend the number of actions and potential beneficiary areas of our city," explains the Mayor of Molina de Segura, Esther Clavero.

The municipality of Molina has already participated in the first call of 2015 for the selection of strategies for Sustainable and Integrated Urban Development, with the Molina Ciudad EDUSI strategy.

This strategy exceeded the initial selection phase (minimum 50 points) and was approved with a good score (68.5), although insufficient to obtain ERDF funding (the strategies financed in the Region of Murcia obtained a score of 70.5).

The Municipality of Mine presented allegations, but to date the City Council has been notified of the resolution of the same.

EDUSI STRATEGIES

EDUSIs are part of the European Strategy 2020, specifically within the objectives of smart, sustainable and inclusive growth promoted by the European Commission.

Hence European funds are expected to support the development of such strategies in cities and functional urban areas.

These strategies must address economic, environmental, climatic, demographic and social challenges to promote urban development (ERDF Regulation).

CANDIDATURE FOR FEDER EDUSI 2016 FINANCING OF MOLINA DE SEGURA

EDUSIs are development co-financing instruments, in which the ERDF finances up to 80% of the strategies and the beneficiary entities at 20%. The planned financing of the actions contained in the strategy for the period 2017-2023 amounts to 18,750,000 euros, constituting the municipal contribution 3,750,000 euros.

The three moments of the Strategy:

Definition of the general framework of the objectives and lines of action.

The municipal strategy that has been developed is the framework for, in the case of obtaining ERDF funding, the Municipality of Molina de Segura later select the operations to be carried out in the defined urban area.

In this first moment, therefore, the main orientations, objectives and lines of action are defined.

Specification of operations.

Depending on the granting of the financing and its amount, the City and the Ministry will specify the operations to be deployed in the city.

This definition will count on the participation of neighbors of affected neighborhoods, entities, associations and the citizenship.

This will allow to design the concrete operations from the final amount of the aid, with the participation of the citizens and the social groups.

Development of the strategy.

The selected urban area is the effective support for the long-term strategy, not simply the area where specific urban improvement operations will be carried out.

This will allow a comprehensive intervention in the city, innovative, sustainable, protection of natural and cultural resources and social inclusion.

To this the four thematic objectives selected in the EDUSI, with their assignments:

OT2: Improvement of the use and quality of ICT, which is allocated 2,450,000 euros, which represents 13.1% (it should be between 10 and 15 per cent of EDUSI).

OT4: Favor the transition to a low carbon economy, which is allocated € 4,951,042, or 26.4% (it must be between 20 and 30 per cent of the total).

OT6: Protect the environment and promote the effectiveness of resources, with 5,053,125 euros allocated (must assume between 25 and 35 per cent of the total).

OT9: To promote social inclusion and the fight against poverty, which is allocated 5,920,833 euros (it must be between 25 and 35 per cent of EDUSI).

Improvements implemented in the new Strategy

A summary of the participatory budgeting process carried out during 2016 is included.

A new budget is established from the new lines of action.

Some general proposals contemplated in the lines of action

Among the proposals for lines of action contemplated by EDUSI, the following can be highlighted as the most outstanding:

Plan of urban pedestrianization and promotion of pedestrian mobility, with a higher allocation than initially had, 1,350,000 euros, to improve mobility, boost small business, improve accessibility and recover more spaces for coexistence and achieve a Healthier city, safe, open, welcoming and attractive.

Rehabilitation and promotion of historical, industrial and cultural heritage, which includes the rehabilitation of some industrial, social or historical property of recognized identity of Molina de Segura to host a Center of Artistic Initiatives and Museum of Memory, where to develop spaces for Plastic arts, music, audiovisuals, design and literature, and that houses a Museum of Memory, with an allocation of 1,650,000 euros.

Plan to promote the use of bicycles, to which 500,000 euros are allocated.

Center for socio-cultural and educational activities, where to host initiatives, activities and spaces for training, the dynamism of associationism, ICT, associations or the School of Citizen Participation, which has an allocation of 2 million euros.

Adaptation and reuse of abandoned urban spaces as recreational, leisure and sport areas, with an allocation of 2 million euros, to energize the neighborhoods of Molina de Segura, local commercial activity, new initiatives in the neighborhoods and gain spaces for meeting All (children, youth and the elderly).
