The City of Molina de Segura starts the process of Participatory Budgeting 2020, with the main challenge of sustainability (15/01/2020)

The process, in which the residents of the town over 16 years old can participate, has been presented today Wednesday January 15, in the Press Room of the City Council

The process of Participatory Budgeting 2020 of the City of Molina de Segura has been presented at a press conference on Wednesday, January 15, by the First Deputy Mayor of the Molinense town hall, Ángel Navarro García, the municipal citizen participation technician, Juan Francisco García Saorín, and the representative of the Federation of Inter-Neighborhood Neighbors Associations, José Antonio Cano Díaz.

The Participatory Budget is a project of the City of Molina de Segura, initiated at the request of Moline citizens organized through their associations, which promotes participatory democracy and allows the involvement of those living in this municipality in the management of the municipal budget through decision-making through a democratic procedure (each citizen one vote), on the destination of 2 million euros of the municipal expenditure budget for 2021.

This year, the process has a global challenge: to develop a network of proposals that allows a culture of sustainability in general.

Therefore, # PSPS_2020 aims to promote Molina de Segura as a reference against climate change.

For this, this year the information sessions include workshops for proposals to make it possible #cities_sustainable #Molina_eresTU

WHO AND HOW CAN YOU PARTICIPATE?

They may participate by proposing and prioritizing any of the neighbors of Molina de Segura, older than 16 years.

Only those who are registered in the municipal register on the date of the voting day may participate in the voting phase, whether in person or online.

You can participate in any of the phases of the project in person, going to the different assemblies and meetings that will be held in the corresponding social center or online, by going to the website www.decide.molinadesegura.es, where you will have to register by giving high in the application.

Young people whose ages range between 12 and 16 years, enrolled in secondary schools in the town, may participate in a specific process, the Young PsPs, which will be organized in collaboration with the educational centers of the municipality.

In this process it is essential the involvement of the Department of Education and Youth of the City of Molina de Segura;

and of the management and teaching team of the educational centers.

The experience will be limited to those centers that previously show their availability to develop this educational process in citizen participation.

HOW CAN YOU PARTICIPATE?

Attending the various information sessions with their #workshops of sustainable proposals.

Presenting your proposal sheet in the information sessions or through the web www.decide.molinadesegura.es

Prioritizing the proposals presented in your neighborhood / district / urbanization in the prioritization sessions.

Voting on the web from May 24 or in person on June 11.

Evaluating all phases of the #PSPS _2020 process and contributing ideas for future editions.

1) PROPOSING ACTIONS:

The proposals can be made in person at the information sessions that will take place in neighborhoods, districts or urbanizations, or through the Citizen Participation portal www.decide.molinadesegura.es.

They will have to be done explicitly and clearly using the proposal sheet that will be provided both in the workshops and online.

The deadline began on January 8 and ends on January 24, 2020.

2nd) PRIORITIZATION OF PROPOSALS

The proposals of area scope will be prioritized in the different sections:

In the neighborhoods, districts and urbanizations, from February 3 to 16.

In the Zone Commissions, from February 17 to 21.

The municipal proposals will be prioritized by the Municipal Commission on February 26.

3rd) TECHNICAL ASSESSMENT AND ALLEGATION PERIOD

From February 27 to April 30, the City Council technical team will prepare a legal, technical and economic assessment report on each of the prioritized proposals.

For proposals considered as non-viable, the reasons for their infeasibility will be specified so that, if appropriate, they may be subject to citizen allegations, from May 6 to 11, in the City Council Registry.

The Local Citizen Participation Board will approve on May 21 the final lists of proposals that will be voted on.

4th) VOTING AND SCRUTINY.

It will vote to definitely choose the actions that will be carried out.

The residents of 16 years and older who are included in the Municipal Register of Molina de Segura may participate.

It will be done by going on June 11 to the voting tables that will be located in the social centers.

You can also vote by telematic means from May 24 to June 11 until 24 hours, through the Citizen Participation portal www.decide.molinadesegura.es

It will be possible to attend the scrutiny, which will be public in all social centers enabled for the day of the vote.

5th) MONITORING AND EVALUATION DAY

The Municipal Municipal Commission will be in charge of carrying out the monitoring and guaranteeing the execution of the most voted proposals by the City Council.

Finally, the Evaluation Days of the process will be held in which the conclusions will be drawn that will serve as the basis for the preparation of the Self-Regulation of the Participatory Budgets of 2021.

MONEY FOR PARTICIPATORY BUDGETS

The citizenship will decide with their vote the destiny of 2 million euros, of the corresponding municipal budget of 2021, of which 50% will be distributed among the 5 areas that make up the municipality and the rest will be used to finance municipal actions.

These 2 million euros will be distributed among the actions chosen as follows:

1 million (50%) for municipal actions, of which 0.5 million in financially sustainable investments and 0.5 million in activities and / or programs, of which 35,000 euros will be reserved to finance proposals from the process of Young Participatory Budget.

1 million (50%) for area-level actions for financially sustainable investments distributed in the different territorial areas with the following criteria:

600,000 euros distributed in a fixed amount of 120,000 euros for each of the five zones.

400,000 euros distributed among the five territorial zones in proportion to the number of inhabitants.

Based on these criteria, the million euros will be distributed among the zones according to the following relationship:
