The City of Molina de Segura, as a result of the Participatory Budgeting process of 2017, has prepared a Study on the Operation of the Local Police of Molina de Segura and the implementation of the Neighborhood Police in the town, which has been presented at the wheel of press today, Thursday, May 23.
The presentation was attended by the Mayor of the town, Esther Clavero Mira, the First Deputy Mayor and Local Police Councilor, Fernando Miñana Hurtado, the Councilor for Citizen Participation, Pedro Jesús Martínez Baños, the Chief Deputy Inspector of the Local Police, José Pérez Almagro, and the person in charge of the company Redflexión Consultores, in charge of carrying out the study, María José Cañavate Meseguer.
One of the actions selected in the Participatory Budgeting process of 2017 was the realization during 2018 of a study carried out by personnel external to the Molina de Segura City Council on the design and organization of the Barrio Police, within the structure and organization of the service of Local Police of Molina de Segura.
The study has been carried out by the company Redflexión Consultores in three phases:
Analysis of the current situation.
Neighborhood meetings to gather information on the scope, concerns and needs, as well as the delimitation of neighborhoods and criteria followed for this.
Collection of different proposals for implementation and feasibility of the same, with expression of human and material resources required, planning a full calendar year and principles of action, as well as advantages and disadvantages of the different models presented.
In recent years, through this tool in which citizens can propose and decide on the fate of part of the economic resources of the Molina de Segura Town Hall, the interest of neighbors has been detected by the implementation of a Neighborhood Police project that improves the communication link between the Local Police and the citizens.
Therefore, this study aims to create a Neighborhood Police Implementation Plan in the municipality of Molina de Segura that, in a progressive and viable in time, helps to anticipate conflicts and crimes, as well as improve communication and cooperation between the citizens and the Local Police.
The general objectives of this Plan are focused on increasing the sense of security of citizenship and preventing conflict and crime.
Consequently, this work seeks to improve the perception that the residents and merchants of the municipality of Molina de Segura have about the public security service provided by the Local Police.
In relation to the specific objectives, the proposed Neighborhood Police model aims to increase the quality of the interactions between the Local Police and the community;
reduce the crime rate of the criminal types that generate the greatest social alarm;
and, improve the image of the Police and the Local Administration.
Without a doubt, the achievement of these objectives can only be achieved with the collaboration of all the actors involved, that is, the citizens, the Local Police and the Administration.
Therefore, for the elaboration of this Plan, different work sessions have been carried out with the parties involved.
During these work sessions, the main problems detected by the actors in the municipality have been analyzed through surveys and other means of evaluation. Current safety services have been evaluated, new measures and / or activities have been proposed and has determined the viability of these together with the police and administration.
After these work sessions, different measures have been studied, and the feasibility of these, for the preparation of the Pilot Plan for the implementation of the Neighborhood Police in Molina de Segura, which will promote community participation in the management of their safety of the municipality and will try to bring the figure of the Police to the citizens and their daily lives.
After the completion of the various work sessions and the survey conducted through the Internet, several problems perceived by the citizens of Molina de Segura have been detected, which we have grouped to facilitate the analysis of the data collected.
The different areas or groups of problems that have been obtained are:
Surveillance and the presence of the police.
The citizens of Molina de Segura see a problem in the lack of presence of police officers currently in the municipality and the lack of preventive work activities by them.
They demand more daily surveillance by the Police in all the areas in which the municipality is divided, including the most conflictive and with the least population density (orchard and field);
also improve surveillance in children's areas, schools, shops, parks and social meeting points.
For citizens, it is crucial that the presence of the police on foot increases.
Relationship and treatment between the Police and citizens.
Lack of relationships of coexistence and weakness of existing relations between the Police and the citizens of Molina de Segura.
It is demanded to improve the relationship between the population and the local police force, given that a perception of cold and distant relationship has been detected by some agents of the body, as well as a lack of consideration towards the authority on the part of some citizens.
Communication between the police and citizens.
In addition to improving relations between the police and the citizens of Molina de Segura, the need to develop new, more agile and accessible means of communication is also latent.
This type of problems is directly related to the lack of effectiveness of the police perceived by the citizens, who think that the agents lack speed of action and organization and this could be due to the lack of communication mentioned that causes the police officers can not react to the denunciations with rapidity and that they do not know some problematic ones of the districts.
This improvement in communication would also help to promote preventive work on crimes and conflicts.
Quality and use of common spaces.
Deterioration and poor state of urban space caused by dirt, vandalism in urban furniture and public spaces, deterioration of infrastructure and noise pollution.
This, together with problems of coexistence in certain areas due to neighborhood conflicts and other problems in the neighborhood, such as: noise, alcohol and drug consumption in public spaces, etc., causes it to be one of the municipality's main problems and citizens demand that the police worry more about this issue.
Crimes and security.
Existence of crimes against the population and their assets (portfolio theft, theft of homes, intimidation and threats, etc.) and the existence of public areas with criminal attractions (such as parks or plazas).
It is demanded to reduce theft, sale of drugs, gambling halls, sale of alcohol to minors and neighborhood conflicts through prevention activities and greater persecution of noncompliance with municipal ordinances.
Proposal creation Neighborhood Police
Once analyzed the problems detected in the municipality of Molina de Segura, the concerns and concerns of citizens and the resources available by the Local Police, a series of actions have been established aimed at enhancing crime prevention and detecting conflicts of interest. coexistence in the streets of the municipality.
In order to elaborate these actions, the citizenship has been placed as the main ally both in the diagnosis and in the approach of solutions to the problems of security and coexistence.
The urban center of the town still has the highest concentration of residents, despite the great growth that has occurred in recent years in the urbanizations.
Within the urban area, the most densely populated area is still Barrio Centro, followed by Fátima- El Sifón, Sagrado Corazón, San Antonio and Punta de Lugar.
These data have been contrasted with those offered by the Local Police, in which it is detected that the most conflictive areas and with the highest number of incidents coincide with the areas in which the population and the main commercial areas of the municipality are concentrated.
For this reason, the Pilot Plan for the implementation of the Barrio Police will be carried out in the urban area and delimited areas with a higher population density.
However, most of the actions proposed in this Plan will be immediately implemented, once the effectiveness of the measures has been verified, in all the areas of the municipality.
This model, whose purpose is to prioritize the anticipation of problems from knowledge management and issues in a shared and cross-cutting manner, enhancing the proximity of police work, is defined in 4 phases: search, action, monitoring and evolution.
Below, the proposals for the creation of the Barrio Police in Molina de Segura that seek to respond to the detected problems are listed.
This Pilot Plan will be carried out for 6 months to verify its effectiveness and viability.
Citizen service mobile office
In order to improve access to those residents who live in a remote area to the existing police stations in the municipality, the mobile service of citizen service of the Local Police will be launched.
As one of the objectives of this measure, is to remove the police from the traditional police station and bring it closer to the public in a more relaxed environment and where the population does not feel intimidated.
The aim is to decentralize this service and bring it closer to citizens who live outside the urban center of Molina de Segura;
a local police office nearby, where they can make their queries and complaints.
The functions of this office will be to meet the demands and neighborhood suggestions, as well as provide any information requested.
This Office will facilitate the neighborhood relations with the Local Police.
It will move through the different districts and neighborhoods of the municipality of Molina de Segura, providing their services in the main plazas and busiest areas of the municipality.
Creation of the Canine Unit
This unit will try to bring the Local Police closer to the citizen, increasing its effectiveness and helping to improve citizen security in the municipality.
The unit will work in the detection of narcotic substances, as well as in the search and rescue of people.
Additionally, it will also perform functions in educational and social matters.
Creation of reference figure of the Neighborhood Police in each zone
Each one of the 5 zones in which the Molina de Segura is divided will be assigned a police agent as a reference.
This agent will perform the functions of interlocutor with the associative and neighborhood fabric, going every six months to the neighborhood meetings held in order to increase the police involvement in the interaction with the citizen.
Local Police sensitization course and neighborhood representation
In order to improve and bring closer the relationship between the agent and the citizen, all the members of the Local Police of Molina de Segura will receive specialized training by a multidisciplinary team to equip them with the knowledge, tools and skills necessary to enhance and expand the experience in the relational as well as the operational and functional context.
In these formative days the sociograma of the different districts of Molina de Segura will be studied, as well as the different methods to solve conflicts will be analyzed and emotional education techniques will be learned to improve their work as policemen, among others.
In the same vein, it would be convenient to make the neighborhood representation aware of the importance of its communication work between neighbors and institutions (City Hall, Local Police, etc.), so they must ensure a participatory and collaborative attitude, encouraging the use of the neighborhood meetings as a place of consensus and debate, in which the tension is not promoted and they exercise their role as mediators with respect for all the parties involved.
Civic awareness campaigns
Different civic awareness campaigns will be created that will be based on the main concerns of the citizen: pet ownership, care of the street furniture and public spaces and gaming rooms, etc.
These campaigns will last for one month, and during these the population will be reminded of the importance of complying with the municipal ordinances regarding each problem and the consequences of not doing so.
The objectives of these campaigns are, among others, to strengthen a respectful and inclusive culture with the care of the city, improvement of neighborly coexistence and respect between neighbors and pets, improve the appearance and cleanliness of our city, inform of the established obligations in municipal regulations and reduce the number of current infractions.
Improvement and promotion of Online Platform and Social Networks
Promotion and dissemination of the online application Cuida Molina to improve communication between the citizen and the Local Police of Molina de Segura, as well as social networks opened for a few years for this purpose.
Through these means, the citizen may request information regarding matters related to this body, as well as transmit their suggestions and demands.
The promotion of these communication channels will facilitate interaction with citizens.
Neighborhood Police Patrol
Parallel to all these actions, will be put into operation, as a pilot test, a new model of Police on foot that will patrol the streets of greater population density within the urban area.
The objective of this patrol will be to know the entities, the equipment and the neighborhood of each neighborhood to anticipate the problems by detecting them at an early stage.
The agents will follow a plan created conscientiously for this purpose, taking into account several factors: transit areas, schedules, activities to be carried out, necessary work material, etc.
This new team will pay special attention to conflicts of coexistence.
Therefore, the citizen will be the main ally to detect the main problems of the area.
This patrol will have the reinforcement of the Canine Unit when necessary.
With a proactive attitude, they will regain the confidence of the population and establish ties with the leaders of the different social groups.
They will promote direct and personal contact with neighbors, merchants, hoteliers, businessmen and visitors from their sector.
They will be the links of the community with the different public administrations and with the rest of the public or private agents that, in some way, participate in the management and resolution of the problems of coexistence.
They will visit and support the different organizations, institutions, public and private establishments, such as nurseries, schools, health centers, banks, hotels, shops, etc., in their opening and closing hours, and will monitor compliance of sectoral regulations.
The implementation of the aforementioned proposals will serve to ensure the achievement of these stated objectives, since it will promote citizen participation in the management of their security, improve communication between the police and citizens, and encourage the preventive work of the police force.
There will also be a decrease in long-term crimes and the various conflicts currently existing in the municipality, since the implementation of a neighborhood police patrol will provoke in criminals an increase in the perception of risk to be detected and they will desist in their intention to commit crimes.
In the same way, the direct and personal contact of the police with the citizens will help to reduce the fear of crime and improve the image of the Local Police and the local administration.
After the realization of the proposals, during the period of duration of the Pilot Plan (6 months), a follow-up and evaluation will be carried out with them through actions that will improve decision-making, expand the territory of implementation of the proposals, adjust these proposals to adapt even more to the resources and capabilities available, redefine the objectives to be pursued and even to restructure the organization of the different units of the Local Police.
