The act of signing the Social Pact of Citizenship with the Political Parties of Molina de Segura for the municipal elections of May 2019, promoted by the Federation of Associations of Inter-Neighborhood Neighbors, takes place on Friday, March 17, at 12:00 noon, in the Plenary Hall of the City Council.
Attending the President of the Council of Transparency of the Region of Murcia, José Molina Molina, the President of Interbarrios, Antonio Morales Pérez, as representative of citizens, and candidates of political parties who will attend the municipal elections next day May 26.
After the initial intervention of the President of Interbarrios, the reading of the Pact document will continue.
At the end of this, the president will sign the document and appoint the candidates, who will sign it.
The act of signing the document will be done following the order of publication in the BORM of the candidatures:
Esther Clavero Mira, candidate of the Spanish Socialist Workers Party.
María Dolores García Rodríguez, candidate for Citizens-Citizenship Party (C's).
Mariano Vicente Albaladejo, candidate of Podemos Equo.
Pedro Martínez Ayala, candidate of United Left Greens Molina de Segura.
Estanislao Vidal Pujante, candidate of the Coalition of the Democratic Center (CCD).
José Ángel Alfonso Hernández, candidate of the Popular Party.
Mariano Martínez Salas, candidate of Somos Región.
Antonio Martínez Sánchez, Vox candidate.
José García Gil, candidate for Plural Democracy (DPL).
Once the Pact is signed, the President of Interbarrios will give the word in turn, and in the same order, to each of the candidates.

SOCIAL COVENANT OF CITIZENSHIP WITH THE POLITICAL PARTIES FOR THE MUNICIPAL ELECTIONS OF MAY 2019
Our experience in the development of participatory democracy reaffirms the will of the Federation Interbarrios and the citizen movement in general to continue deepening in these experiences of a local nature, which endow our city with its own identity in relation to citizen participation born from bottom to top, from the citizenship to the institution (City Council), which has endorsed them in this past term.
In order to continue to abound together in the advances of organized citizen participation, through the development of the Statute of Citizen Participation (EPCM), as an instrument that allows real and effective citizen participation of all Molinense citizens and to optimize the implementation of the Participatory Budgets, carried out from 2015 to 2019, as an instrument for the dynamization of citizen participation and as a key factor in decision-making at the municipal level, the Federation of Neighborhood Associations Interbarrios proposes, to the leaders of the parties politicians, the signing of a SOCIAL COVENANT with citizenship, which consolidates the progress made in this area and guarantees the path taken towards participatory democracy, whatever the result of the municipal elections of May 26, 2019, on the basis of The next points:
FIRST: The political parties that attend the municipal elections of 2019, assume the commitment, whatever the results of the same, to make effective the rights of citizenship that confer the Constitution of 1978, the Statute of Autonomy of the Region of Murcia, the provisions of the Spanish Federation of Municipalities and Provinces, already included in the EPCM and to strengthen the organizational structure contemplated therein, opening channels for the real participation of people living in the municipality, on the basis of the principles of solidarity, transparency, social cohesion and territorial cohesion.
SECOND: In the framework mentioned in the previous point, they assume the responsibility to continue advancing in the implementation and improvement of the conditions in which the Participatory Budgets (PsPs) have to develop, hallmark of the Molina de Segura Town Council , progressively expanding the amount of money allocated to it and that, with a vocation for permanence, also requires human and material resources to consolidate its dynamics and stability, as something intrinsic to local politics.
THIRD: In order to make effective the Citizen Participation and the PsPs, the Municipal Corporation and the Government Team that results from the elections, they acquire the commitment of assuming in a stable way and facilitating the hiring of the dynamic personnel of the citizen participation and the activity in the Municipal Social Centers as part of the organic structure of the City Council, attached to the Department of Citizen Participation, ensuring its continuity with resources from the Ordinary Municipal Budget.
FOURTH: In order to enhance citizen participation from all areas of municipal policy, the Councils that result from the organization of the City Council, will contribute to facilitate such participation in their areas of reference and, transversally, with the other councils, as an essential contribution to broaden the channels of citizen participation and to increase the participation of an active and responsible citizenship, through the Municipal Councils and other forums and means of participation in collaboration with the Department of Citizen Participation.
FIFTH: The Federation of Neighbors Interbarrios assumes, as something inherent to its own existence and its functioning, the firm commitment to increase the conscious and committed participation of citizens in local politics, contributing to consolidate the EPCM and the PsPs, energizing and enhancing the organized citizen participation, evolving from Neighborhood Associations to Neighborhood Associations ("Interbarrios") agglutinating all people and associations in their area of ​​influence, around a common Project and making available to the processes undertaken the personal means and resources materials that are available at all times.
