The face-to-face voting phase for the 2019 Participatory Budgets of the Molina de Segura Town Council is held on Tuesday, May 7 (06/05/2019)

In the process, the residents of the town over 16 years old will be able to participate

The voting process of the Participatory Budgets 2019 of the Molina de Segura Town Council takes place, in person on Tuesday, May 7, from 10 a.m. to 9 p.m., and on the Internet, at www.decide.molinadesegura.es, on April 16. to May 7, as recalled today, May 6, the Councilor for Citizen Participation, Pedro Jesús Martínez Baños.

The Participatory Budget is a project of the Molina de Segura City Council, initiated at the request of Molinian citizens organized through its associations, which promotes participatory democracy and allows the involvement of those who live in this municipality in the management of the municipal budget through decision making through a democratic procedure (each citizen one vote), about the destination of 2 million euros of the municipal budget for 2020.

Only those residents of Molina de Segura who are over 16 years of age who are registered in the local municipal register on the day of the voting date will be able to participate in the voting phase, whether it is done in person or online.

In order to exercise the right to vote they must be able to be identified by NIF, passport or driver's license.

The proposals that are put to the vote will be presented numbered, differentiating the ones from the area and from the municipal level, in order of numbering from lowest to highest.

The listings will include the economic valuation of each of the proposals.

In-person voting will take place at the voting tables installed for that purpose.

They will be located preferably in social centers, although other alternative spaces may be used to facilitate voting, in a time between 10.00 and 9.00 pm.

Both the Mayor of the town, Esther Clavero Mira, and the Councilor for Citizen Participation, will vote at 5.30 pm at the El Jardín Center.

The voting tables will be made up of at least one president, who, if possible, will be a member of the Zone Board;

of a secretary, a member of the Zone Commission, and a member who emerges voluntarily among those attending the workshops of proposals or informational assemblies and, if this is not possible, from among the members of the Board of Directors of the Zone.

In addition to these, you can add to the personal support table of the Department of Citizen Participation.

The ballot will be anonymous.

There will be two voting papers differentiated by colors:

Blanca, which will correspond to the proposals for action in the area.

Sepia, which will correspond to the municipal action proposals.

The white ballot will be dedicated to collecting the proposals chosen from the area, up to a maximum of five.

There will be a different ballot in each zone and it will consist of a list of proposals for that area identified by its code, title and expected cost, accompanied by a box to mark the proposal as selected.

Proposals will be ordered by the identity number from least to greatest.

Additionally, the ballot will offer, at the bottom of the page, five empty boxes where the person who wants to vote for a proposal from another area (not listed on the ballot) may do so by pointing to the id code of the proposal.

The sepia ballot will be dedicated to collecting the proposals of municipal scope up to a maximum of five.

It will consist of a list of proposals to the area identified by a code id, title and expected cost, accompanied by a box to mark the proposal as selected.

Proposals will be ordered by the identity number from least to greatest.

Once the voting time is finished, the president of the table will consider the end of the voting period.

The members of the table will proceed to count the votes cast, which will be public.

Once the face-to-face vote has been counted, the minutes of the corresponding session will be uploaded, indicating number of voters, valid cast votes, blank votes, null votes and votes received for each of the proposals.

The members of the table will be responsible for the delivery of the corresponding documentation in the Zone Board and transfer to the Department of Citizen Participation a copy of the minutes prepared.

Those persons who, being registered in the municipal register, have previously made the registration and verification procedure in the website http://decide.molinadesegura.es can vote through the Internet.

The deadline for voting online began on April 16, at 00.00, and ends on May 7, at 9.00 pm.

For the control of the votes by Internet, a voting table has been constituted, formed by representatives of the zones, of the Interbarrios Federation and technician of citizen participation, that will guarantee the fulfillment of the necessary requirements to participate in the voting and the transparency of the same: the verification of identity, the registration in the municipal register and the non-duplication of the vote.

They will also make the voting record according to the model provided by the Department of Citizen Participation.

The members of the Board will be responsible for passing the minutes to the Department of Citizen Participation so that, added to the proposals of the Zone Commissions, it will be submitted to the Municipal Commission.

Each voter must choose, one by one, 5 proposals among the total of those within the scope of the Zone, regardless of the area to which they correspond.

Afterwards, the application will offer the possibility of choosing other 5 proposals from the list of municipal ones.

Once the selection is finished, the application will ask to confirm your choice and will definitely vote.

The application will report a message confirming that it has been voted.

The application will not allow retraction in the action.

Once the voting period has ended, the application will prepare a report with the number of voters and the votes obtained by each of the proposals and on the part of the components of the telematic voting table will draw up a record attesting to this.

The scrutiny of the vote will be carried out by the Municipal Commission in an act that will take place on Wednesday, May 8, at 7:00 p.m., in the Plenary Hall of the City Council.

According to the minutes prepared in the different polling stations and the minutes of the telematic voting table, the Municipal Commission will issue two counting minutes:

Minutes of the zone scope actions.

Act of actions of municipal scope.

The act of scrutiny of area-wide actions will contain the list of proposals of each area with the votes obtained and a list of actions ordered by number of votes from highest to lowest.

The act of actions of municipal scope will contain the proposals of municipal scope with the obtained votes, and two listings with the classified activities according to they are: actions of financially sustainable investment and Actuations of activity and / or program.

Both lists will contain the actions ordered by number of votes from major to minor according to the type of action.

The Municipal Commission will clarify the incidents that may have arisen during the process and will submit to the Board of Directors of the Local Board of Citizen Participation the provisional proposal of actions that, if there are no allegations, will be declared final.

MONEY INTENDED FOR PARTICIPATORY BUDGETS

The citizens will decide with their vote the fate of 2 million euros, from the corresponding municipal budget of 2020, of which 50% will be distributed among the 5 zones that make up the municipality and the rest will be used to finance actions at the municipal level.

These 2 million euros will be distributed among the actions chosen as follows:

1 million (50%) for actions at municipal level, of which 0.5 million in financially sustainable investments and 0.5 million in activities and / or programs, of which 35,000 euros will be reserved to finance the proposals coming from the process of Young participatory budget.

1 million (50%) for area-wide activities aimed at financially sustainable investments distributed in the different territorial areas with the following criteria:

600,000 euros distributed in a fixed amount of 120,000 euros for each of the five zones.

400,000 euros distributed among the five territorial zones in proportion to the number of inhabitants.

Based on these criteria, the million euros will be divided among the zones according to the following relationship:
