Ãngel Olgoso will preside over the jury of the XVI Setenil Award 2019 for the Best Book of Stories Published in Spain, convened by the Molina de Segura City Council (30/04/2019)

The City of Molina de Segura, through the Department of Culture, announces the Setenil Award for Best Book of Stories Published in Spain, which this year 2019 reaches its sixteenth edition, showing the strength and success of one of the most awaited awards by story writers in our country.

The deadline to submit books by authors and publishers is now open and ends on June 30, 2019.

The Setenil Prize is endowed with 10,000 euros for the winner, and will be the president of the jury for this edition with the writer Ángel Olgoso (Cúllar Vega, Granada, 1961), prestigious author of short story books and micro-stories, such as Los demonsios del lugar, Astrolabe or the languishing machine, among many others.

The winners in previous editions of the Setenil were Alberto Méndez, Juan Pedro Aparicio, Cristina Fernández Cubas, Sergi Pàmies, Óscar Esquivias, Fernando Clemot, Francisco López Serrano, David Roas, Clara Obligado, Ignacio Ferrando, Javier Sáez de Ibarra, Emilio Gavilanes, Diego Sánchez Aguilar, Pedro Ugarte and José Ovejero.

The juries were presided by the writers Ana María Matute, Luis Mateo Díez, Juan Manuel de Prada, Luis Alberto de Cuenca, José María Merino, Javier Tomeo, Andrés Neuman, Fernando Iwasaki, Cristina Fernández Cubas, Hipólito G. Navarro, Juan Bonilla , Eloy Tizón, Pilar Adón and Luisgé Martín.

Bases of the XVI Setenil Prize 2019 for the Best Story Book Published in Spain:

The Department of Culture of the City of Molina de Segura, in order to help strengthen the recognition of the story as a literary genre in our country, calls the XVI SETENIL 2019 AWARD, designed to reward the best book of stories published in Spain in the last year, according to the following:

BASES

1. The purpose of this Call is to help reinforce the recognition of the story as a literary genre in our country, rewarding the best book of stories published in Spain by an author of Spanish nationality between the dates of April 23, 2018 (Book Day ) and April 22, 2019, under competitive concurrency.

The Call will be published in full in the Bulletin Board of the Town Hall, in the bulletin Board of the municipal electronic headquarters (https://sedeelectronica.molinadesegura.es), and an announcement of the same in the Official Bulletin of the Region of Murcia.

The rest of the publications referred to in current legislation will be understood as referring to the City Council Notice Board and the Edictal Board of the City Council's Electronic Office (https://sedeelectronica.molinadesegura.es).

2. A single and indivisible prize of 10,000 euros is established for the author of the winning work.

The prize will be awarded with charge to budget line 02 3340 4860203 "Setenil Award: Book of Stories" of the budget of expenditures in force.

3. Requirements to compete: They may be submitted to the XVI SETENIL 2019 PRIZE, either by the editors directly or by any individual or legal entity, books of stories that meet the following characteristics:

The books must have been published between the dates of April 23, 2018 (Book Day) and April 22, 2019, meaning by date of publication that the book production process has finished (printing and binding).

It must be collections of stories of a single author and of Spanish nationality.

Although they may have been originally published in any of the official languages ​​of the Spanish State, only the edition in Spanish may be submitted to this contest.

In the case of works originally written in other languages ​​of the State other than Spanish, the date to be taken into account shall be that of the publication of the translated work.

Books that are reissues of previous ones, or anthologies of stories already published in book format can not participate.

However, compilations will be admitted when the stories have appeared only in periodicals.

4. Deadline for submission of applications and documentation to be submitted.

4.1 The proposals must be sent to the attention of the Department of Culture of the City of Molina de Segura, to the following address: El Retén Building, c / Mayor, 81, 30500 Molina de Segura, with the mention "Setenil Award".

4.2.

The following documentation will be attached to the application:

Two copies of each of the books presented, which once the process is concluded, will be the property of the Molina de Segura City Council to enrich the funds of its Municipal Library Network.

A statement signed by the sender stating that (1) the production process of the book has finished within the dates indicated in section 3.a;

and (2) that its author is of Spanish nationality.

4.3.

The period for the admission of copies will begin on the day following the publication of this call in the BORM and will end on June 30, 2019.

5. Competent bodies for the Instruction and Resolution of the Procedure:

a) A pre-selection commission appointed by the Department of Culture and composed of people with credit worthiness in the subject matter of the prize will choose a maximum of 10 finalist books from among all the submitted works.

The organization will contact the senders of the selected works to send 2 additional copies.

b) A jury appointed by the Department of Culture, and composed of four relevant figures from the world of letters that have special relationship with the genre of the story, will submit to reading the finalist books.

c) The members of the jury will meet between October and November 2019 to issue their decision.

d) In case of doubt, the decision on what is or is not a "book of stories" will correspond only to the jury.

e) The prize can not be declared void.

The Department of Culture will submit a proposal for resolution of concession to the Local Government Board that is the competent body for the resolution of the procedure.

6. Advertising and delivery of the prize.

The concession agreement will be published on the City Council Notice Board and on the Edictal Board of the City Council Electronic Headquarters (https://sedeelectronica.molinadesegura.es), providing the effects of notification to interested parties in accordance with provided for in article 45.1 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations.

The award will be presented at a public ceremony that will take place in Molina de Segura in December 2019, with the assistance of the members of the jury, and will be preceded by a meeting with readers.

The presence of the awarded author will be inexcusable for the award to be effective.

Molina de Segura City Council will edit a separate section that will contain a sample of the winning work and that will be distributed non-venal among publishers, critics, writers, universities and other institutions related to the book throughout the country.

7. Justification of the concession.

For the purposes of the justification, the provisions of article 30.7 of Law 38/2003, of November 17, General of Subsidies (LGS), will be applicable, because the prizes will be granted in response to the concurrence of a certain situation of the beneficiary, not it will require another justification than the situation prior to the concession, without prejudice to the controls that may be established.

8. Obligations of the winner.

8.1.

In accordance with the provisions of art.14.1 of the aforementioned LGS, the participants that are awarded must prove that they are up to date with their tax and Social Security obligations, and not be debtors of obligations for the reimbursement of subsidies.

They must also present a declaration that they are not subject to any of the prohibitions provided for in article 13 of the aforementioned Law.

8.2.

Any subsequent reissue of the winning work will make a written reference that reads "XVI Setenil Award 2019. Molina de Segura City Council".

The City Council may freely reproduce in any medium the cover of the winning book, as well as a fragment of it in the reprint to which the sixth base refers.

8.3.

The mere fact of participating in this call implies full acceptance of these rules.

The decision of the Jury will be unappealable.

9. Resources.

The agreement of the Local Government Board for granting the Prize, ends the administrative process, and against it, a Contentious-Administrative Appeal may be filed within a period of 2 months, starting on the day following notification thereof before the body competent jurisdiction, in accordance with the provisions of Law 29/1998, of July 13, governing the Contentious-Administrative Jurisdiction, or Optional Remedial Appeal within one month from the day after the notification occurs of the concession agreement, in the manner foreseen in Law 39/2015, of October 1, of the Common Administrative Procedure of the Public Administrations.
